The 18/?? strengths are known as Exceptional Strengh ratings. They are awarded only to warriors (fighters, rangers and paladins) who would normally have a strength of 18. As you may already have found out, a strength value of 18 is the maximum value your character can reach when you first create him/her. It would not matter whether you were a strong mage or a strong warrior, strength 18 is strength 18.
Because it was decided that warrior classes trained their muscles more than, say, a druid, the Exceptional Strength rule was introduced. That way, the warriors with a maximum strength would be a cut above the rest, stronger than the most powerful of, say, bards.

This is represented by increasing the amount of weight a character could carry, or how well he could force a door. Because those values were positioned between strength 18 and strength 19, a percentile roll would be made. Warriors with a strength of 18/60 actually have a strength value of 18.60, and those with strength 18/02 have strength 18.02. Less than 19, but more than the 18.00 the other classes had.

When you roll a die with 100 sides, it goes from 1-100. No zeroes on dice. A roll of 18/00 is therefore the most confusing, as it actually means 18/100 (which would be 19). This value is squeezed in somewhere, but basically means you're extremely close to having STR 19. Note that STR 18/01 is much less.
