You have to exit Peldvale(2400) to the north. I don't think you can open up Cloakwood until you complete the Bandit Camp. I hope this helps. If you need more details, let me know.

Where is your party now, and what important quests have they done?
To get to the Bandit Camp, you MUST be in Chapter 3.
To enter the Cloakwood, you MUST be in Chapter 4.
When you kill people, have some of them been dropping little notes? You need to A) Read those notes.
B) Keep those notes (in an Inn or something).
C) Remember what those notes say.
They are your clues that enable you to unravel the mystery. If you can't follow the clues, you are doomed to wandering the Sword Coast, killing monsters for the rest of your life (which, on the whole, ain't bad).

Welcome to IW!

In one of the inn's in Beregost (I think it's the Jovial Juggler,) there's a wizard on the second floor. If you beat up on him enough, he should reveal the location of the bandit camp. If not, try reading the notes manually. I can't really think of anything else. Once you finish the Bandit Camp, the Cloakwood opens up, just proceed through there.

No, the wizard is indeed in beregost, but on the second floor of the Feldepost Inn. Normally, after you killed him, the bandit camp is on your map (I think you don't even have to read the notes).

Doesn't Elminster tell you of the badits camp location as well outside of the smithy in Beregost?

Yes, Elminster gives you a hint concerning the bandit camp, but the camp isn´t drawn on your map. You have to visit Tranzig in Feldpost´s Inn. The hint to find Tranzig is given in the notes which you find in Mulaheys chest.
