You should be able to beat him, however it might be good idea to gain another level or two. Do you have "The Tales of the Sword Coast" installed? If you do, Durlag's Tower (actually a basement) is an excellent place to gain experience, gold, and kick-arse items. However, if you don't have TotSC, then I might suggest....(SPOILER)

Go all the way over to the 'Lighthouse' map and find that cave along the coastline that holds all those Flesh Golems. They are NOT easy to beat, but they give like 2000-4000 (can't remember) experience points. When you have killed all that are in the cave, go to sleep, and in most cases, you will be woken up by a another Golem. If you want to direct the experience points towards a specific member of your party, then just remove the other members and have them rejoin when you have gained the levels that you wanted. Good hunting!

I don't see the need for upping levels, just use all your potions, wands etc. its not like they;ll come over to BGII.(Do not know if this is a spoiler or not, but if it is i;m sorry.)

I dont think, that this is a bug. IMHO, Bioware limited the amount of monsters, that could be summoned to prevent the exploitation of this feature. Normally in the last chapters I have enough gold to buy 10 or more wands of monster summoning and with this the game becomes way to easy, especially the final confrontation.

did u do all the sub-quests in the city? if not im sure you could gain a level or 2 doing some of them. Most don't even include an actual fight. Off the top of my head the guy that wants you to steal the telescope, and the man who's son was killed at the temple of umberlee give you some serious exp. points.
