Whenever I go to Renal to pay my "rent" for the guildhall, he shoos me away saying "Joster will be by to pick up the money" or something like that. I have never met this Joster character, but the rent seems to be getting paid, 'cause Renal's not mad or anything. Is this the way it's supposed to work?

I've always had him show up in your guildhall that you took from Maevar. He's supposed to show up every five days, and you pay him the money then. He should come to the room on the upper left side of your screen after you enter the main front door.

Have you already started assigning tasks to your thieves? If so, I'd be surprised that you haven't seen your dues collector because he stands right next to your guild contact.
If you haven't started the stronghold tasks, go have a look around your new thieves' guild. Your contact will be inside. Just go to the room on the back left of the first floor and talk to the thieves there. Once you have started the various tasks, you'll get periodic reminders (in the form of those floating white text messages) that Renal's lackey is ready to collect your dues.
