I have a R/C hwo is Chaotic Good...my reputation is 11 and i can`t get Lethinan to start the Slavers quest...i pay him 50 GPs and i cannot start the quest..."you can look around" he said....

To start the quest, simply walk to the cells were Hendak and the others are held.

So exactly what does paying Lethinan money accomplish? Never been an option for me AFAIK.

If your charisma is 12 or higher (IIRC) Lethinan will give you the dialog option to spend some extra cash with ''illigal busniss''
This will trigger the Hendak and the Slaves Quest.

I have had characters with 8 CHA successfully getting the dialogue option to explore the other side of the copper coronet. The cutoff point cannot be 12.
