It's in watchers keep on the maze level, in one of the rooms there is a big pillar of stone, its inside that just click on it to get it
NOTE: you have to be good to get it, neutral chars cant and evil chars will be wounded |

Actually, you have to be Lawful Good. No other can get it, not even Neutral Good ones.
