As for locations:
one belt sold in Adventurer's Mart
one belt in KuoToa tunnels in underdark,
one belt in Suldanessellar towards the end of the game
Gauntlets of Ogre Power in Planar Sphere

To make the crom fyer you need the belt from KuoToa tunnels and gauntlets from Planar Sphere along with the hammer of thunderbolts from the hidden area of temple sewers (key in Windspear hills dungeon) and the scroll from Thaxll'ssillyia in the temple ruins dungeon of umar hills.

There are also plenty of potions to boost STR temporarily.

Do you want ToB items as well?

I'd like to give my vote for the Mauler's Arm as one of the best value for money purchases you can make. Admittedly, it is far from being the most powerful weapon, but it is cheap for what it does, and you can get it very early in the game.

I usually start with in in the off hand of a dual-wielder who needs a strength boost (Crom Faeyr ultra-lite). For the last 2/3rds of the game Aerie has it. She never hits anything with it, but it gives her the strength to carry the best shield I can give her, which does help to keep her alive. It also means that you can use her as a mule.

ZFR: I'd love ToB items as well. I know there's at least 1 sword.

Andraste, I only get that mace if I have Aerie or Viconia in my party.

ToB - As far as I remember

Belt of fire giant strength: STR 22 - found in fire giant lair
Long sword Angurvadal + 4: STR 22 once per day for 60 secs - level 4 Watchers Keep
Long sword Angurvadal + 5: STR 22 (permanent) - upgraded by Caspenar from Angurvadal + 4 and liquid mercury from Sendai's Enclave

It's also useful if you're playing some class like a ranger/cleric. It means you can cut strength down to a minimum and transfer the stat points to wisdom. AFAIR the mace cost less than 3000gp and can be picked up as soon as you clear the Copper Coronet. Your ranger/cleric is then dishing out a quite acceptable level of damage and has lots of lovely bonus spells.

Eventually you are going to want a much better off-hand weapon, but by then you'll have other strength enhancing items to pick from. However, nothing will increase your wisdom to give you the bonus spells. Similar logic applies to a fighter/mage, except here I forfeit strength for 18 intelligence to get level 9 spells.

Even though it makes all the sense in the world, that rule is not implemented in the game. Your pureclass Mage can walk around with a feeble 9 INT and still be just as effective a spellcaster as if he were twice that smart. According to BG, INT only matters while you are in the act of scribing spells. And for Lore and some conversation responses.

A wizard with INT 9 can only learn 6. Granted there are potions to temporarily improve it but still you'll need lots of them if your INT is that low.
