He's not in his cabin, and I've gotten the quest from Tolgerias, I've been to his house in the Docks. This has never happened before, is it a bug maybe?

IIRC, he is north of the cabin in an outside area. I think you have to fight some ranger/druid types to get to him.

There's some mod I've heard of where you'll have to meet his girlfriend in the Copper Coronet first, IIRC.
Any chance you've installed it?

Balintherlas: Did you see the tax notice or talk to the servant? I think you have to do those before he appears.

I actually do have unfinished buisiness installed, and I did see the tax notice. So where do i find Valygar now?
