Well is he insane? I mean it's raining but he's saying that the weather is beautiful.

Maybe his PC isn't as fast as yours. Y'know, so he turned off the Weather effects and doesn't know it's raining.

Or he's an arrogant **** and still thinks that pouring rain is better then everyone elses. Or a lazy programmer, either way works fine.

Rain after day's without, is sweeter than cloudless skys, or a sunrise..

And some people like the rain, or maybe he's a talosian, or some other deity who's realm is bathed in rain..

Would it have made any more sence if you'd turned weather effects off on your computer and the NPC made a comment about it raining too hard?

A rainy day can be beautiful to some people. I read about one family who lost a son to a truamatic illness. One of the mother's fondest memories was taking the kids outside to run around playing in the yard any time it rained.

I rarely complain about the weather regardless of what is happening - even though my job requires me to work out in the weather at least part of the time. One of my favorite childhood activities was riding my back in the rain and splashing through puddles (my mom didn't like having to wash my clothes afterwards though ).

I don't mind the rain or the snow and Fall is my favorite time of year. I love to go outside on a crisp, cold morning when there is just a bit of a "bite" to the coldness in the air. That's the freshest air you will ever breathe.

So I don't think the nobleman is crazy at all.

I concur with Cerek. I find rain beautiful and refreshing. And looking at a lovely meadow, turning to a spectacular russet shade in the Fall is so breathtaking.

I love nature and live in the countryside though so I have been bred to that line of thinking and taste so my opinion is biased.
