I want to make a game with all the crazy and hardest fights in the game. I know that Solaufein, Valen and Kelsey have some but is there any other NPC who has them? Chloe maybe?

Assuming you are taking them all through ToB, I'd say your options are Solaufein, Valen, Tashia, Kiara-Zaiya, Tsujatha, Kelsey, & Chloe, in that order (although you'll have little-to-no party interaction). Those are the only ones that add significant fights to the game.
