Well, open up your BGI save game, your final save. Go into your character bio screen and click on the 'export button'...name your character file (I think it has to be a short file name).
Now go to your bgI directory and open up the 'characters' folder.....in there are all the bgI character files you have exported including the latest one. Copy those files and then go to your BGII directory and paste them into the similarly named folder ' characters' there. Voila. When you start you new BGII game you can import the file upon starting character creation (ummm there will be a button there for that too I suppose. No problem.

It took me a while to figure that out, aswell. Esquire gave you the directions you need, but to narrow it down, do the following:
1.Open BG1 final save, open main characters char. screen, click export, name the file. 2.Open "Character" folder from BG1 root directory, copy, open "character" folder from BG2 root directory, paste 3.Start BG2, select new game, click import on character creation screen, choose the char. file you just C&P:d and play the game

Exporting is always a bit vaugely described. In Neverwinter Nights it is stated that you can import from bg...but this is false!

guys...it's much easier just import the BG1 character from the import from save game option.
Simply copy your last BG1 save game and paste it into the save game folder of BG2. Then in the character creation process, you'll be able to choose importing a character from save games.
