Tarnesh if i remember right is a mage an evil mage at that(if you havent guessed) and he is also a bounty hunter out for the money thats been placed on your head, there are a few of them at the start of the game so watch out for them.

Exactly. Tarnesh is so mean because he's Evil, and there's a price on your head. He hurts you so bad because you're only Level 1. That's the problem with starting out: Nobody in your party has any hitpoints, so if anything happens, you die. I think Tarnesh is a little bit too tough to run into this early in the game: As soon as he casts Mirror Image (or Horror, whichever one it was), he's almost guaranteed to stay alive long enough to kill at least one member of your party.

I usually let the guards kill him, and stay near the temple door. When he starts casting a spell at me, I duck inside the temple to make the spell fizzle.

Well, since you know that he's there, things should be much easier. I ASSUME that you have at least one thief in your party by now (either Imoen or Montarron) so you have an advantage.

Have your thief (or both of them) Hide in Shadows and sneak up the stairs. Then have your other character(s) walk forward to where he can see you. Make sure to have the thieves follow him. When he talks to you and then attacks you, have your wizard(s) cast fast spells at him (such as Magic Missle or Burning Hands) and have the Thieves backstab him. Any warriors should be beating he crap out of him. This will put him out of commision very quickly. Just make SURE that nail him fast enough that he can't get Horror off. If he gets Mirror Image off, you can probably still get him but Horror will almost certainly stop you, unless you get lucky and your characters still attack him. Good luck!

If you've barely started and only have Imoen so far, then you could pick up Xzar (necromancer) and Montaron (fighter-thief) in the first map outside Candlekeep. Just take them into the party long enough to defeat Tarnesh and then drop them afterward. Make sure you use their class skills to full advantage. That means send Monty ahead stealthed and get him in position to backstab with his shortsword before initiating dialogue with Tarnesh (hmm, actually you could also have Immy and Monty both backstab him--but otherwise have Immy firing arrows or wand of magic missiles), and have Xzar cast Larloch's Minor Drain.
