I got Sir Anomen to level 20 cleric, which is when he is supposed to get Quest Spells. But I never got any quest spells, why not?

Level 20 equals 3 million exp, right? IIRC, it's hitting the 3 million milestone that gives you HLAs.
If you're at 3 million exp and have no HLA options at level-up, congratulations, you have a bug. Tell Mr. Baldurdash about your problem and keep a save game around, he may want it.

When Anomen hits level 20, it means his Cleric part (aka, his 2nd class) has 2.7 million XP. However, since Duals only get their first High Level Ability when the second class (the Cleric part, in Anomen's case) has more than 3 million XP - you'll have to wait until Anomen is level 22.
So, for the while, you have yet to encounter a bug. [img]smile.gif[/img]
