who will fix it?

I have gathered several lil ole items that seem to need repair or to be crafted into something. Cromwell doesnt seem to see its possibilities. Where do I take it to be fixed/made?

Since you're still in an area where you can speak to Cromwell, but do have items he won't fix, I assume you have been to Watcher's Keep? The things you find there you'll have to carry with you to ToB. You can leave them in the Watcher's Keep area if you don't want them taking up your inventory space. Once you do move on to ToB, you can fetch them from the keep and everything wil be made clear very soon.
