Could you perhaps provide us with a more specific list? There are many high-level scrolls out there.
 Btw, a Lower Resistance-scroll can be bought from Ribald in the Adventurer's Mart.

specifically the lower resistance scoll.. I purchased the one available from Ribald in waukeens prominade but was looking for another one for my other mage. thanks for the help

i know one of he underdark gnome thingys (svonfeiblens or summin) sell high level scrolls, but not sure if they have lower esistance. does ne1 agree with me on this:
i reckon u should be able to buy parchment, and once a day, as a sorcerer or mage special ability, u could write out a spell like a scroll. so say u had a high level mage and a low level mage, ur high level mage could teach well cool stuff to the lower level one  who thinks that would be cool?

You can buy a scroll of Lower Resistance from the blacksmith in Tradesmeet after you solve the town's two major problems.

You'll also come across a scroll of LR in the Unseeing Eye quest.
