or are the sounds in ToB muted in comparison to SoA. the spellcasting, the attacks, the hits?

You can modify sound volume through the Options menu.

nah, not like that. it just seems there was more sound to SoA. hard to explain...

I thought there was less ambient sounds though it may have been purposely made that way to accomodate the change of settings from the city to the quiet, peaceful (!?) countryside. All the locations (with the exception of Saradush) seem to have less background commotion and the pubs are just plain dead!
The combat and spell sound effects seem to be the same. If you've changed some audio settings in SoA, ToB may have returned some of those values to default during installation. Or maybe not. I dunno.

Try messing around in config in the sound area. Your config might have been modified in some way, making it so that ambient sounds are less? I don't know really, but it shouldn't matter that much... after all I don't even play with sound on =)
