Am I correct in assuming that if I unlock a spec with one character - it will be available for other characters too?
e.g. my dwarven warrior just hit level 7 and became a templar ( accident as he should be champion ) but alas I have not unlocked anything with him - I have however unlocked it with another character earlier.

Yes, achievements, including specializations, are locked to your account, not your characters. Once you unlock it in a game, it's available in any game.

No, you must learn the skills anew every game, which makes sense. I'm not sure why they tied the specs to accounts, other than to unlock a couple of them you have to do some pretty shady stuff, and for one, if you're not playing a specific origin, you can't unlock it.

I read that a Dev post in the bioware forums mentions specializations staying unlocked is a bug. Secondhand info FWIW.
