Timing of Watcher's Keep? HELP!

I played right through SoA and the final Irenicus battle into ToB.

So...when can I get the party off to Watcher's Keep? What chapter is it in? 8, 9, or 10? Right now it appears as though I'm stuck in Saradush for awhile, although I haven't explored Saradush much to this point.

The manual says you can only go to Watchers Keep in Chapters 2,3,and 6. Yep bummer.

play through saradush, once you get acess to areas out side of it (has to do with Yaga-Shura) you will be able to go to Watchers Keep

you can go to watcher's keep anytime. in SoA you can hit it anytime in chapters 2, 3 and 6. once you hit ToB, it continues in the same non-linear style of SoA, and you can basically go to Watchers Keep anytime you're not involved in a major quest. personally, i went to it during chapter 8, after completing the first major quest (don't want to spoil it.)
