I've just started playing BGII again and i've already ran into some problems. Firstly some text and dialouge are missing from SOA. and in TOB the dialouge is jumbled or something, people aren't saying the things there supposed to for example those face statues at the beginning said "chimney" over and over. I downloaded the latest patch but the problem still remains. Could someone help? thanks. Oh yeah i have Windows Xp.

Apparently, your dialog.tlk (file with all the textual data) is broken. It can occur if you install mods in wrong order - do you have any mods?
Apart from that, reinstalling of the game should solve it (but wait if anyone comes with more constructive opinion).

Make sure you have put in all the Patches in the correct order.
If you put a S.O.A patch in after installing T.O.B you need to un-install the game and then do a complete re-install and don't worry about your saved games they will not be lost.
If I were you I would do just like "Vedran" suggested and un-install both games and then re-install them. Then find the patch for T.O.B. ONLY and install it.
you will not need to install any Patch for S.O.A. because T.O.B. adds them when you load it. make sure you do the custom install and check off all the boxes in both games as you do the install setups. this will make the game run much faster and cleaner.

Try the offical sites for the newest patch to T.O.B.:

http://www.blackislestudios.com/ (look in downloads area)

http://www.bioware.com/

This should take care of your problem.

P.S.

You have to un-install before you re-install otherwise the game will not allow you to re-install.
