This is a bug that occurs with Windows 2000 mostly. Check Bioware's website for ToB patch.

its with win2k, or winxp...i had the same problem, just get the latest ToB patch and it will be fixed. The game is not playable, because everyone will say busy. I was so pissed before the patch was released..heh..
