As it turns out it was a mix of a bug in the game...

As it turns out it was a mix of a bug in the game because I havent gotten the latest patch yet if there is one and not using lightning based stuff. Thanks for the help though!!!

This is because you cant cast spells when you are wearing armour. But you can if you are wearing the light stuff like...
