Ok folks...I have been trained in chemical and Biological warfare.

1. Bio weapons are not very reliable. They have much less lethality than you might expect and are not nearly as virulent as many scare books and newsies report. Unless some one has managed to genetically alter a virus or bacterium
Drastically they die quickly in exposed conditions.
2. The methods for dissemination are basically the same as for chemical weapons.
Those being spray drom dispensers on aircraft or vehicle foggers. The other being explosive dissemination. An alternative might be pouring contagion into a water supply, but many municipalities chorlinate their water. I know mine does.
3. Bio weapons are costly to produce.
The cost of producing a viable bio weapon is high compared to their lethality. The cost and time required to research and produce a genetically altered organism is considerable.
4. The environment in which a bio weapon is released is critical to it's effectiveness and the longevity of the organism.

The radio has reported it here and I have read about it in the news paper.
The two individuals both have the larger spores in their nasal cavities.
These are not the more breathable small spores that readly transit into the lungs. The first fellow was an avid gardner and outdoor type. They are investigating this for safety sake.
