Stun is an autohit all the time in my experience as well. It is only during a Time Stop that I notice the Critical Misses. In fact, this might be why you never get to see it, because you use CFury during the Time Stop. The stun will make all hits automatic. Try using other weapons during Time Stop, you will get a Critical Miss sooner or later.

[ADD] To cut a long story short. Dace and I are not disputing that stun grants auto-hits. We are merely stating that you can still suffer from Critical Misses during a Time Stop.
