At this point, all your party should have boots of speed. When he became the dragon, just run out of his sight and prepare. With boot of speed, you should have no problem running away. Actually, I think dragons in ToB are quite easy since your party are high level. All I did was charging them to death, hehe.

Btw, I have finished ToB with a heavily melee party and I think if you want it to be easy, go with melee.

About the wand thing, I cant remmber how i found it. Maybe in the madman's room.
