I had tried this out a little earlier today - if I give any character ability to open locks, they function just like a thief with open locks skill. None are given option to pick lock of locked door - the only option is 'bash'. (I tried this with an all thief party just to make sure.
)
So, none of the thief's skills work out of the box, it appears.
