Weren't we just days away from capturing Saddam Hussein about a month or so ago?

In other words, the claims that we were about to capture Saddam were just another figment of Bush's Wolkenkuckucksheim[1].

It's a way to establish how sophisticatedly evil Saddam is. In movies and books the villains also are not captured right away but evade police several times. Or maybe they want him to be back for a sequel :D
