Ive recently found one and i have heard that you can do something with them in ToB. Or even in SoA but i dont know what. Spoilers needed. :D

It's on the left hand side of the district, on your character's right if you enter through that big tunnel where ltn. Aegisfield is standing. There's a Halfling fish-seller standing close to the house.
