Where do I find the dwarf guy called cromwell + will he make dragon scales into armour?

Cromwell's at about the middle-right of the docks district, there's a staircase leading to a single door on the right hand side of a building. He'll charge you 5000 gold to make the red dragon scale armor, but it's worth it! You'll also have to stay with him for a "day" to assist him at the forge.
