i am curious on the goverment section of athkatla there is a door above the jail and a door back behind the jail, i cant get to them. is there a way to or is it part of a char stronghold quest?

the only to get into the jail is if tell the tax official that Jan Jansen is selling illigal merchendise. Then he will be arrested and you can get into the jail to pay his fine.
I don't think that there is anything interesting in the jail though.

I've noticed that door too the one outdoors behind the prison with no where to access it from.
