If one has a 100 in the armorer skill, will one be able to fix items w/o any loss in max durability? Is it even possible to repair items yourself w/o any loss to max durability?

AFAIK The max durability will not lost in any way when you repair it. 100 in armorer skill means you can successfully repair your item with a repair hammer/tong without failure.

Any level of armorer skill will allow you to fix items without any loss in max durability. And 100 in armorer skill doesn't always mean that you can repair without failure, as the final outcome is modified by several other factors that can drag your success rate down.
