You have been hit, probably by some bonelord, or how do you call these things. Get some "restore potions" and you'll be fine again.

it means that your attribute have been drained. just cast the appopriate restore attribute spell or use a restore attribute potion to undrain the drained attribute. you can also touch any imperial cult altar or any of the temple shrine to restore your attribute.

And may I suggest you allways keep a few restore strength potions in your inventory. If your strength is reduced to zero, you won't be able to move and that could be dangerous to your health.

This amulet can be found on a wood elf in Tel Naga, Sadrith Mora. Very handy item.

actually one better, once you learn any restore attribute spell, you can enchant an item that will restore all attributes.

one of the first things i enchant is a high quality ring (extravagant iirc), w/ a reasonable ammount of restore each attribute, that way w/ just the one item that is almost weightless, i can repair all drained stats while in the field.

also helpful hint, any constant effect fortify stat item will have to be removed before using the restore item.
