Abilities scores question

Is it possible to permanently raise the abilities ( strength, dexterity, etc..) after you have started playing?

I found a couple items later on but they just raised wisdom and intelligence. There's supposed to be a girdle or gauntlets that give you 18/00 or 19 strength but it must be a random item.

Yea,

There are some potions later on that will allow you to raise an ability at the expense of lowering another. I remember one potion that raises your strength by one yet lowers your constitution by one or two.

the girdle that gives you 19 str is on flozem i belive in lower dorns deep and yes its a random item
