Melicamp is the chicken, and the mage in Ulgoths beard wants you to get the charts from another building, not the merchant league.

i just did that part and your supposed to go to the Counting House. its located in the "nook" above the entrance. to get the charts, you enter the building and go upstairs. you then pickpocket the captain who is next to the stairs. Say your their to run errands for the cap.
