Sound Issues

I just installed BG2 on a new computer and am having issues with the sounds. My audio options are the same as they usually are, but some sounds are either excluded or skipped for some reason. For example, giving characters commands doesn't always yield a sound from them, and if it does, it is usually half cut off. Casting spells doesn't have any sound effects, and there are other sound issues too. I do have the ToB patch installed, and I haven't installed any mods yet. How can I fix this? Should I resort to a re-install?

Turn off EAX(environmental audio) and see if it's better. EAX with ordinary 2 speaker stereo can act up in the manner described.
