Do you have enough cash with you ?
First you place the gem you wish to use in it's slot, and you highlight the item you wish to enchant. Then you choose the desired enchantment, constant effect or cast on strike, or whatever it is you prefer, and then you pay the man. That's it.

You must also have spells. You can't make an enchanted item with a certain effect unless you can cast a spell which produces that effect.

To add Fire Damage component to an item, you must know a spell that deals Fire Damage in some way.

Absolutely right. In the unmodded game, you must know a spell (any spell, even a very basic one) of the type you want on your weapon. The reason to have the enchantment done at the guild is to ensure the enchantment will work. If you do it yourself, there is a chance of failure, but the guild is always 100%.

Ok. I have "Scroll of Inas' Chastening" (35 - 60 pts shock damage). And when i click "buy" there is a message "You must add at least one effect (...)", but i don't see any effect i can add. Even when i change the: "Cast when used" or anything else. I try enchanting in "Sadrith Mora: Volverines Hall". I have enable 3 mods, maybe by them i can't enchant an item??

You can't enchant with a given effect (in this case, shock damage) unless your character knows a spell that does that. Scrolls don't count. You can, however, buy a really cheap spell, then use that.
