A dragon, that is emerald (shade of green) in colour:

As far as magical tendencies, Magical spells come as natural to the Emerald Dragon as breathe from it's body.

You can find the above descriptions in rules and regulations somewhere. Ziroc recently added a table of rankings in order to find out what your rank actaully means. Sorry, I don't know how to post a link, but i'm sure someone else will be able to!
