Can a assassin poison a bow&arrow?

Yes. The assassin can also poison his fists.

Personally I really don't like the Assassin kit except for the role-playing value. They get far fewer thief skill points per level so unless you specialise them in a single area they'll be almost useless at the start of the game. However if you have another thief (perhaps a fighter/thief or mage/thief) specialising in locks and traps, then an assassin specialising in stealth might be very useful (I've never tried this though)
If you're soloing as an assassin you'll probably level up so fast, though, that the reduced skill points don't matter!

Assassins certainly have their value ..for a start they get a backstab of x7 at level 23 not to mention their poison is very effective at dealing with magic users and it disrupts their casting, assassins can be very good when used properly. But I do not disagree that they do have to few skill points compared to other thief classes.

i they would only get 17 or 18 per level they would be FAR better...

I think the standard thief is the best of the set personally. I use a fighter/thief and with so much equipment available in the game he's awesome.
