i have downloaded the cap remover and unzipped it in my directory for iwd. now how the hell does it work i have tried to push my guys past that cap but it doesn't go any further than original. if anyone can help me to understand what went wrong or can help me to understand period i would be grateful.

The exp cap remover files NEEDS to be inside the "override" folder.

is that the same for the 8th and 9th level program as well?

Many patches and overrides for the game will require you to install them into the "override" directory of the game. I don't know about the 8th, 9th level patch, but there should be a readme file attach with the zipped files you downloaded that gives you the instructions.
