I have nearly finished the game, am halfway through chapter 7, would like to get the Equalizer put together just to see how it cooks. Have looked for Cromwell without luck, someone please help me and tell me where he is?

he in a house in the dock area, if you go to map and have the tags on his house should show up when your in the area.
