Falling on Floor Laughing Need magic license..

..or at least how to get one. I go to the government district and then into the government building. When I talk to the mage(Not Tolgerias, the C-something guy) he mentions I have to make a monetary donation, but then does not offer me a way to pay!! I need a "hand-holding walkthru" on how to get the license. Spoil me if needed.

There are... two ways on how you can get a license. The... pacifist way would be to seek out a fellow named Corneil in the Council of Six building and bribe him into giving you a license to cast magic. You will need 5000 gold pieces to do this. It is also generally considered the least satisfying way, since you are kneeling to the corrupted.

The... much more satisfying way is to simply flip your finger to the powers that be and happily cast away, knocking some sense into the enforcers that fail to see the folly in trying to bridle your right to cast where you want to and when you want to. You get loot, experience, plenty of high-level scrolls, and that warm fuzzy feeling a person gets when he/she knows that the world is less one corrupt being. This is by no means an easy path, but if you persevere, the Cowled Wizards will eventually get the message that perhaps meddling with you is strictly not in their best interests and continued longevity.

I'll have to try that. I never realized you could force them to leave you alone. I always just went through the game without bothering to use magic in the streets as I hated giving in to their demands for money.

That's the rub though, Dundee. Corniel doesn't offer a dialog option to pay him. Is this a bug, or do I need to look around and complete something else first?

No paladin ZFR, just Jaheira, Kivan(mod), Jan and charname.
It's possible I have a Mod conflict,,,,maybe. I rescued Viconia, but told her to wait in the Graveyard Disdrict. She doesn't appear there. I went there at 0600 (still dark), and searched till after daylight, and didn't find Vicci anywhere. Any ideas?

There is another way to get a magic license... When you complete the planar sphere quest (if your main character is a mage) the Cowled Wizard that approaches you to give you the stronghold will offer to give you a magic license. You can again refuse if you would prefer to take Dundee's approach of thumbing your nose at the powers-that-be and acquiring a "license" the hard way.

Do you have the 5,000gp? If I remember (and it has been a while) you need the cash to get the dialogue option.

I have plenty of money. I CLUA in the 235k I gathered in BG1, because I deposited it with Helmites. Once out of the Irenicus dungeon I visit the Helm Temple.....and Viola!!!,,, I have letters of marque giving me my PREVIOUSLY EARNED MONEY! But no items. I don't import any items.

Be warned, if you take the "Thumb your nose at the powers that be" route, make sure you can actually survive encounters with multiple high level wizards.
