I have the gems that I heard upgrade the horn of vahalla, but I searched all over the promenade and talked to everyone and noone had a conversation option about it. Please spoil me in detail. Thanks in advance for any responce.

i posted this kind of question before... just to help ya out go to the wooden platform and talk to a merchant there near the painter... ask for his special options and he will tell you that he can make good musical things ( i think) cuz that is his families history... just to be short and quick he is in the sw of the promenade on the wooden platform and he is a fatty merchant guy

If I remember right, this merchant is only around during the day (the nerve of some people). It took me a while to find him the first time as I tore the zone apart at night.
