I would also be inclined to think that the camera lens itself, may have enhanced the rainbow. ..'course that's just my theory.

Call it like you see it... after watching it again, I'm pretty sure the person speaking was serious. Given the vast number of spelling errors in there, I don't give whoever was involved credit for getting much past third grade.
Bottom line: this person has decided that a completely natural phenomenon is actually a government plot to do something evil and nasty. Yep... the government's always out to get you, to take away those food stamps and rental subsidies... Odd. Very odd. Don't go getting all serious on it.

Oh, but don't fool yourself about the water. And be far more concerned about the fluoride than the chlorine: not that the chlorine won't get you too...
