1-Head toward the Stout mines starting from the Dragon Spire entrance... you'll find him

2- Arbiden didn't drop anything because he gave you all that he had before he died... did you asked him about "locations"?

The werewolf is in a small section of the forest near the left side
of the screen
Have you talked to the fellow looking for the gravelard
it's near there!
One problem is you can not find it while on the hourse!

I found him while riding my horse, but I fought him when I got off the horse...

You can't find him 'till you get the quest, though...

To find the werewolf you have to find the dead miner with the writ on his body-right after that.....be careful and the werewolf practically comes looking for YOU!

As Dawg and tabbicat noted - you will not find the werewolf until:

1) you have the quest and
2) you find the writ on the burnt body (between the Stout Mines and the graveyard)

Wyv... I got the werewolf without first getting the quest... I also killed him before meeting Arbiden.

Actually...the Werewolf is triggered by the finding of the body, NOT by the quest...so make sure you get the quest before you find the body!!!
