It stands that i need 8 stats in "hide" and 8 stats in "move silently". When i look at character sheet it stands i have 11(in hide) and 11 (in move silently). And my hero is a "chaotic evil". Still i cant become a assassin? Anyone knows why then please tell me.

An assassin needs 8 RANKS in "hide" and "move silently".
What is displayed on your character sheet is your rank levels plus bonuses (dexterity/race/items). With 18 dexterity you could have 7 ranks + 4 (dex bonus)= 11 total. If you maximized thoses skills on each level up you would reach rank 8 in 5 character levels assuming it was a class skill (rogue/bard/etc.) What are your classes and levels?

Level 4 means you can have 3 + your level = 7 ranks in a skill at best. Next level, you will be able to take the final required skillpoints, and your 6th level can be taken in the Assassin class.
