you actually get the quest for the halfling scroll from some guy you need to talk to upstairs in one of the inns, possibly the burning wizard.
 the ring goes to a farmhouse on the nashkell town map, but is not known about unless you went in before you went down the mines.. the door is locked pretty good too, from memory, and imoen had a bad time getting it done before i had been through the mine! ha..
