I've tried and failed to make some weapons but there are two programs to use. Nearinfinity and IEEP, i've heard people claim both are better. i tried ieep cause nearinfinity crashes my computer. i suggest checking out www.teambg.com if you want to start modding

don't care to much for two handed weapons but that is just me

you want to download ieep, and you need vb6 package to make it work

20-25% sounds good, but you might want to make it a Scimitar or Bastard Sword instead of a 2-hander: There are enough alignment-restricted 2-handers out there already.
