Why can't he cast spells? He should be able to

Rangers are by far good enough at combat. I dual wield a longsword and sickle with mine, and she does an average of about 18 damage per hit (with extra strength). The sickle is a good choice because it's a light weapon and I think to avoid penalties you need a light offhand weapon (as opposed to a longsword for instance) (and I just found a really cool one ). Also rangers do a lot of damage with missles, and there are some very nice bows and crossbows out there

Not exactly. Rangers count as having those feats when wearing light armour, they essentially get them for free. If you buy them for a character, like a fighter for instance, then they can duel wield in any kind of armour. My fighter has an AC in the thirties and is duel wielding. Dex 15 is still useful for fighters who want to use ranged weapons. I started with a dex of 12 so by the time I got up to dex 15 and could take the duel wielding feats I had a high enough attack bonus that the -4 didn't bother me. I used 2 longswords. That way I got extra use out of weapon focus, specialisation and improved critical.

the reason you can't cast spells is your wisdom is less than 11 (spells require 10+ spell level to cast, MUST BE NATURAL WISDOM, item upgrades can improve effectiveness and bonus spells, but not ability to cast) rangers get up to lvl 3 spells (requiring 13 wisdom)

I think I set my wisdom to 13 but like I said I'm 15th level and I'm not casting any spells. Does it require the feat too?

it the 13 wis from a magic item or your base wisdom? if your base is higher than 10 you should have some spells.

You don't need any feats to cast spells AFAIK, though there are some that improve your casting. Okay this might offend you but I was this dumb so you never know. Have you set the spells you want to memorise by clicking on the spell icon (with the inventory/character sheet/rest icons etc) and choosing spells from the various levels (you should have about 4 different spells in each level to choose from)? I didn't realise you had to do this and I couldn't figure out why when I tried to cast a spell I didn't have any . Because if your wisdom is enough I can't think of any good reason you can't cast spells.

IIRC = If I Recall Correctly
IMO = In My Opinion
AFAIK = As Far As I Know

You need to select spells and memorize them before you can cast them. Read the manual for help doing this.
