I've got the keep as my stronghold - a cleric of tempus with a 'questionable' reputation wants to set up shop in the chapel.

Is this going to cause any trouble if I do ( or don't ) let him in?

I took him in and got no trouble. It will add a temple in your keep.

There are no bad consequences for letting him set camp in the keep.

Let him and like the guys above said you will get temple services in the keep and also 15000XP for letting him.
