As far as I know, Morrowind for PC and XBOX are exactly the same.

They are different. PC can use console cheat ( by pressing ~ ) and xbox version doesn't.
Which scale armour are you talking about? there is no full set IIRC. Well beside the cheats and customisation... Everything else in the actual game is the same.
