If that article is based on findings in the 9/11 commission report, shouldn't it be fairly easy to verify by looking at the report?
Also, Zebodog (and also Timber, indirectly) made a great point; even if the 9/11 terrorists came into the USA through Canada, they still had to cross the border. Quite frankly, it shouldn't matter who is in Canada if the border is well guarded (admittedly difficult due to its extreme length). The Canadian government and only the Canadian government is responsible for determining who gets into Canada. Anybody wanting to get into the States could take just as much advantage of the lax US port security as the less-lax-than-was-historically-the-case Canadian security. From a strategic standpoint, it probably doesn't matter too much anyway. A terrorist can pick the time, place, and method of attack, and therefore will always have the attacker's initiative.
